Declaration of origin when registering imported automobile and motorbike may not be required

Ministry of Finance has just proposed to Ministry of Police and Ministry of Transport that when registering imported automobile and motorbike, it may not require declaration of origin in dossier for operation registration.
According to Ministry of Finance, at present, form of declaration of origin of imported automobile and motorbike is only sold to enterprises by Customs Office when enterprises complete all customs procedures, after that enterprises fill information in declaration of origin form, and stamp then return to Customs Office for certifying. While origin of vehicles may be defined by customs declaration and by invoice issued to users.
Therefore, according to Ministry of Finance, instead of using declaration of origin of imported automobile and motorbike, it will save resources, and costs for both enterprises and state management agencies is using other form of management.
Together with this proposal, Ministry of Finance also gave out solution for management when canceling declaration of origin of imported automobile and motorbike. According to this, besides invoices, and other documents as per regulation, customs dossiers for imported automobile and motorbike shall have list detailing VIN (Vehicle Identification Number) and engine number. Therefore when canceling the declaration of origin of imported automobile and motorbike, Ministry of Finance will issue Official Letter to instruct imported enterprises and enterprises who sell imported automobile and motorbike to customers to declare Vehicle Identification Number and engine number, date of customs declaration and name of import border gates in invoice. Based on these numbers, date and name of import border gate, origin of vehicle can be defined.
